Este año, la celebración del Día Internacional de la Alfabetización, hace especial hincapié en la crisis del COVID-19 y cómo ha afectado negativamente a la brecha de alfabetización, ya demasiado alarmante durante los últimos años. Asegurar que los jóvenes y una gran parte de los adultos puedan llegar a alcanzar la alfabetización es el objetivo número cuatro de los Objetivos de Desarrollo Sostenible de la Agenda 2030.

Ante la situación de pandemia mundial, las nuevas técnicas que han tenido que desarrollar tanto docentes como alumnos, no han llegado a todos, por lo que, en numerosos países, los programas de alfabetización para personas adultas se han visto cancelados o simplemente ausentes en los planes de propuesta educativa. Desde la Organización de Naciones Unidas se hace patente la enorme diferencia existente entre el discurso político y la realidad ya que antes del COVID-19 existía una gran brecha en cuanto a la alfabetización que durante la pandemia no ha disminuido si no todo lo contrario, impactando negativamente en la vida y el aprendizaje de jóvenes y adultos que carecen de competencias educativas.

Con el Día Internacional de la Alfabetización de 2020, se pretende poder reflexionar y debatir sobre cuestiones relacionadas con la alfabetización, y la posibilidad de la realización de un estudio a gran escala sobre los docentes y jóvenes, los sistemas, la gobernanza y las medidas necesarias para que los educadores puedan implementar el aprendizaje de manera efectiva.

Relaciones entre Rusia y la UE

Las tensas relaciones entre la UE y Rusia

El Alto Representante de Exteriores de la UE, el español Josep Borrell, manifestó ayer en el Parlamento Europeo, ante la preparación, el próximo lunes, del Consejo de Asuntos Exteriores, que se puede decir que los antiguos imperios están volviendo, en referencia a Turquía, Rusia y China, como consecuencia de los últimos acontecimientos internacionales. Las tensas relaciones con Turquía, por su expansión mediterránea en torno a Libia y a las aguas territoriales de Grecia y Chipre; las relaciones comerciales con China y, en el caso que nos interesa, el apoyo ruso a dictadores en antiguas repúblicas soviéticas, así como la manera en que el gobierno ruso muestra su poco respeto hacia la disidencia, están mostrando un desafío a la política exterior que la UE deberá afrontar en un futuro próximo.

Las relaciones Rusia – Unión Europea, se encuentran fijadas en el Título V del Tratado de la UE, relativo a la Acción Exterior de la UE, así como en artículos del Tratado relativos al comercio y a acuerdos internacionales.

Sin embargo, a partir de 2013, la crisis que se desató en Ucrania a raíz de un posible acuerdo de Asociación de este país con la UE, provocó una división interna, entre los que querían romper con sus antiguos lazos con Rusia y los que no. La crisis que provocó enfrentamientos y muertes, culminó en 2014, cuando Rusia invadió la península de Crimea. La situación llegó al extremo de haber enfrentamientos en el este de Ucrania, limítrofe con Rusia, hablándose abiertamente de la guerra del Donetsk, lo que, entre otras muchas muertes, motivó el derribo de un avión comercial en el que murieron cerca de 300 civiles, víctima de un misil de fabricación rusa, en 2015.

A raíz de estos acontecimientos, y especialmente como consecuencia de la anexión de Crimea, la UE impuso una serie de sanciones a Rusia, entre ellas la exclusión de Rusia del G 8, la desvinculación de la adhesión de Rusia a la OCDE y la suspensión de las cumbres bilaterales, así como restricciones al comercio y la importación de productos rusos, o la retirada de los mecanismos europeos de inversión

Y la relación europea con Rusia está lejos de resolverse. La intervención rusa en la guerra siria, la opacidad de las elecciones rusas (que no admiten la presencia de observadores internacionales), la represión sistemática hacia la oposición (demostrada recientemente con el envenenamiento del opositor Navalni) así como la de otros movimientos sociales, cuestionan mucho las normales relaciones entre la UE y Rusia.

A todo ello se ha unido recientemente la crisis en Bielorrusia, donde el presidente Lukashenko, que lleva gobernando desde 1994, ha renovado su mandato tras unas muy cuestionadas, tanto interna como exteriormente, elecciones y que, sin embargo, ha recibido rápidamente el apoyo del presidente ruso, Vladimir Putin.

Para celebrar el Día Europeo de las Lenguas 2020, le invitamos cordialmente a unirse a nosotros para una conferencia en línea de 10:00 a 12:00 CEST (horario de verano de Europa Central).

'La educación comienza con el idioma ' es el título de un nuevo informe de la Comisión Europea, que busca apoyar la implementación de la Recomendación del Consejo de la Unión Europea (UE) sobre un enfoque integral de la enseñanza y el aprendizaje de idiomas. El informe se basa en investigaciones y en una serie de seminarios producidos por la Comisión.

Juntos, en el Día Europeo de las Lenguas 2020, debatiremos

el papel de las competencias lingüísticas en el contexto del Espacio Europeo de Educación
cómo impulsar el aprendizaje de lenguas extranjeras
cómo incorporar la diversidad lingüística y apoyar la alfabetización en todos los idiomas en las escuelas

Erasmus accreditation is coming – get ready by taking our short course

For the first time, a new system of Erasmus accreditations is launched to support organisations.

Every year, the EU funds thousands of mobilities and professional development opportunities for school staff. This year a new tool is available for organisations that want to create Erasmus mobility projects. Being awarded of the accreditation will give them easier access to Key Action 1 funding opportunities under the new Programme that is starting in 2021.

The self-paced course "Erasmus Accreditation – a Path to Mobility" opened on 14 September and can be completed at any time until 29 October 2020. It includes one module only and two webinars. Participants will learn how the accreditation works, what benefits it offers and how organisations can apply.

Teacher Academy focuses on Project-Based Learning

How can you help your students to explore real world problems and challenges? Or design effective solutions?

Project-Based Learning (PBL) is typically used in a shared physical environment where students can directly interact, but it can also be used effectively as part of distance learning. It can get students out of the passive mode of learning and into a more active role, both individually and collaborating in groups.

The new MOOC will introduce the basics of Project-Based Learning, and why it is relevant to introduce it in your teaching. The course provides teachers with tools and strategies to successfully plan and implement PBL activities in the classroom. After completing it, participants will be able to explain key concepts, identify strategies to support student learning, and apply these concepts when structuring their lesson plans.

Start of the new school year is not "business as usual" anymore. How can teachers, parents and students be better supported in these exceptional circumstances?

Many questions remain about education while the COVID-19 pandemic continues. Policy makers and schools have made plans to provide safe schooling – respecting social distancing rules and supporting pupils that have been isolated during these months.

We would like to ask you: how does the new school year feel for school staff across Europe? Fill in this short survey – your views can help school leaders, authorities and ministries. It is open until 27 September and available in 23 languages. You will find the results on our website.

A new review system for on-site courses put in place on our website

This update will enhance the quality of the platform and the value of the reviews and ratings ahead of the new programme period

Over the summer the platform's review system of on-site courses was updated: instead of displaying reviews submitted by users directly on the platform, from now on the reviews shown are submitted exclusively through the Mobility Tool+ platform. The new system guarantees that only verified Erasmus+ project participants can submit reviews, as part of the report for the relevant mobility. It will also significantly increase the number of reviews, building a more accurate impression of experiences for other participants to benefit from.

The new system simply requires project coordinators to include the course ID in the Mobility Tool+. The course ID is found in the Reviews section of the respective course page at School Education Gateway or can be obtained by asking the course provider.

AUGUST: QUALITY ASSURANCE: EVALUATION TO SUPPORT SCHOOL DEVELOPMENT

The design of quality assurance mechanisms varies across national contexts, but they have a common objective: to improve teaching and learning and to ensure that learners have the best learning opportunities possible. Emphasis is on improvement rather than actual 'control'. The schools' closure impacted the inspectors' work, but their support continued, albeit in a different manner.

JULY: EARLY CHILDHOOD EDUCATION AND CARE

The Early Childhood Education and Care (ECEC) sector has long-faced challenges of meeting the demands of families and offering its staff sufficient remuneration and opportunities for professional development. With the pandemic putting many ECEC settings into further difficulty, it has become evident that urgent support is needed.

JUNE: VOCATIONAL EDUCATION AND TRAINING

All crises present opportunities for reflection, creativity, and innovation. As a repercussion of COVID-19, we are witnessing the birth of a new awareness among educators regarding the need for – and the inequalities in – the use of digital tools in VET. More attention is also being given to work-based learning. "The most certain thing about the future is its uncertainty", but this uncertainty can create a better, future-oriented education.

The School Education Gateway is funded by Erasmus+, the European programme for Education, Training, Youth and Sport.
